Semple Fraser advise Ayrshire Power Limited on new state-of-the-art power station
Semple Fraser are advising Ayrshire Power Limited in relation to the proposed new 1824 MW (gross) multi-fuel power station with demonstration carbon capture and storage (CCS) facilities to be constructed at Hunterston, West Kilbride, North Ayrshire.
The proposed power station would be constructed on a site adjacent to the existing operational Clydeport coal handling facility at the Hunterston Terminal near Fairlie in North Ayrshire. It would be a state of the art high efficiency power station fuelled by coal and up to 14% biomass and would be equipped with CCS facilities on 400MW of its gross capacity from start up. Once constructed it would be capable of producing in excess of 1,600MW of electricity sufficient to power up to 3 million homes.
Once the CCS demonstration unit has been independently verified as technically and commercially viable the technology will be extended to cover the full capacity of the power station such that 90% of the CO2 produced would be captured.
Draft plans for the Ayrshire Power project were submitted to the Scottish Government's Energy Consents Unit for gate checking and comment by statutory consultees in March 2010. The plans represent the first application for a coal power station to be submitted since environmental regulations in the UK have been changed to require the inclusion of demonstration CCS technology from start up.
Semple Fraser have advised Ayrshire Power on the preparation and submission of the planning application including the terms of the Environmental Statement, the section 36 planning process and the implications of the application for judicial review of the National Planning Framework 2.
