The Renewable Energy Directive 2009

Everyone involved in the renewable energy (and energy) industries will be impacted by the Renewable Energy Directive 2009 (Directive 2009/28/EC).  The Directive entered into force in May 2009 and although it must become UK law by 2010, it is effectively already the law now.  It will be the overriding common framework of EU law against which all Member States will be measured in the years to come.

This new legislation relates to the use of energy from renewable sources and forms part of a series of measures the EU is implementing to position itself at the forefront of world energy policy and reduce greenhouse gas emissions by 20% by 2020.

The Directive requires Member States to deliver on average 20% of their final energy consumption by 2020 using renewable energy sources.  To deliver this target, Member States have to adjust planning procedures, evaluate energy market design, provide grid connection/capacity and supply infrastructure, and implement support schemes that limit regulatory risk for finance.  It also lays down rules relating to guarantees of origin, and establishes sustainability criteria for biofuels and bioliquids.
